Policy Advocacy Advisor: Transforming Agricultural Markets Project (TAM)
SNV in Tanzania has a strong Agricultural portfolio, with projects and reputation in Dairy, Edible Oil Seeds, Maize, Soya,
Beans and Rice and Youth Employment in Agriculture. Over the years we have done significant work to increase
agricultural market growth through working on accountability and governance issues with key stakeholders. The TAM
project continues this work – it is a governance project that uses Agricultural Market issues as the entry point.
The successful candidate will serve as the Policy Advocacy Advisor on the TAM project. Please note that this post is
subject to finalization of contract award from KPMG. If awarded, then the post will commence in April 2017 for
immediate implementation. The parent project from which this project would be funded is anticipated to be supported
by DfID.
TAM Project Summary
TAM aims to improve livelihoods and economic opportunity for smallholder farmers by empowering these
marginalized players to affect changes in market systems through engaging with government and private sector
providers.
Our approach aims for systemic change in the targeted markets – so will facilitate change that pervades all parts of
the targeted market systems, taking into account the interrelationships and interdependencies among those parts. In
this way, the project will move beyond the linear government-civil society discourse and work on developing
accountability relations which are multi-actor, multi-phased (taking advantage of opportunities as and when they
develop) and multi-level (addressing local and national simultaneously and inter-dependently). The TAM project will
take an issue-based approach – using agricultural market issues as entry points – and will work simultaneously at
multiple levels, moving across local, regional and national levels.
Solutions will focus on a renegotiation of relationships between citizens, private sector and state and a clarification of
the roles and responsibilities of stakeholders. In the initial stages of the programme (Years 1-2), SNV will use the Dairy
and Sunflower market systems as entry points. Scaling vertically and horizontally from local levels in the regions of
Kilimanjaro, Tanga, Iringa and Dodoma to National level.
Overview of the Position
The Policy Advocacy Advisor has responsibility for working with and alongside local stakeholders to identify market
development barriers and support them to build collective action required to increase government responsiveness.
She/ he will increase the ability of stakeholders to work together to address barriers and bring about systemic
changes in the market systems using a range of advocacy and policy development approaches to change the
functional relationships between the players and achieve sustainable change. The responsibility includes: technical
oversight and guidance around policy, governance and accountability activities; promoting working relationships and
partnerships with like-minded organisations; supervision of field operations; ensuring monitoring and evaluation of
policy and advocacy activities; and ensuring quality control and timeliness of all deliverables as required by the grant
and donors.
S/he will also be responsible for generating/ drafting / reviewing some of the evidence and policy papers for specific
interventions and for identifying potentials for vertical and horizontal scaling of the project activities. The position
reports to the Project Manager and collaborates with the project team during implementation.
Key Responsibilities
Project Strategy:
Through consultations with government at national and local levels and market players build the capacity of
stakeholders by providing objective information and analysis and support them to develop advocacy

campaigns aimed at improving the market for agricultural development;
Support the development of the Business Case work that will help direct policy and advocacy efforts of
market stakeholders.
Facilitate stakeholders to build collective actions using the analysis of the market systems generated
through business cases to advocate for policy change and adoption;
Monitoring and Evaluation:
Guide the planning, monitoring and evaluation of interventions using Outcome Mapping as a tool;
Ensure quality control and timeliness of all deliverables, develop and maintain a baseline and monitoring
plan; account and report to SNV, donor and clients on project performance;
Networking and Partnership Development:
Provide technical assistance to ensure the lesson learning takes place,
Build and maintain relationships with project stakeholders, including ministries, local government authorities,
private sector, and partners
Operational Support:
Provide operational guidance and support to project activities, including developing work plans and budgets;
Support preparations of periodic reports as per SNV/donor requirements.
Have direct line management and supervision of consultants and local partners
Communicate and correspond with project partners on daily technical matters
Knowledge Development:
Provide support in knowledge development, case studies, testimonials and documentation
Desired Skills and Attitude
At least 8 years relevant experience and a thorough understanding of agriculture value chain development
projects/programmes in Tanzania, especially those addressing markets and value chain governance
Demonstrated experience in networking, alliance building and facilitation of multi-stakeholder processes,
advocacy, policy development, organizational learning, institutional change processes, and project
design/proposal formulation
Leadership, coaching and self-reflection skills
Innovative, entrepreneurial, business oriented
Excellent verbal communication and writing skills (in English)
Good analytical skills combined with a practical and pragmatic approach oriented towards lasting results.
Contract Duration: Two Years (Possible Extension to 5)
